Description:	In recent years, an increasing, awareness of the problems related to development and management of agricultural research and its importante has become apparent. The spiralling of research costs and the need to develop agricultural research systems in developing countries have lent a special urgency to f inding the optimum form. It is the objective of this paper to present some ideas to help in understanding the problems of developing and managing a national agricultural research program that has its own specific characteristics and therefore sometimes requires unique adaptations of basic management principles.
